Burnt Hills Ballston Lake Central School District

The Board of Education of the Burnt Hills Ballston Lake Central School District is seeking a highly qualified professional for the position of School Business Administrator/Business Office Supervisor. This key administrative role is responsible for the efficient management and oversight of the school district's financial, accounting, and non-instructional business functions, with direct supervision of the business office staff. This position reports to the Assistant Superintendent for Support Services.


The Business Administrator is responsible for performing duties that ensure the efficient management of school district business operations, which include, but are not limited to:

Financial Management & Reporting

  • Assists the Superintendent and Assistant Superintendents in the preparation and presentation of the annual school budget and is responsible for the administration of the budget throughout the year.

  • Manages and oversees all school tax collection procedures and reporting.

  • In cooperation with the District Treasurer, is responsible for the preparation and submission of the ST-3 (Annual Financial Report) and all related financial and statistical state reporting through the State Aid Management System and other required State Portals.

  • Ensures compliance with state and federal financial reporting requirements.

  • Works with the Assistant Superintendent for Support Services to create long and short-term financial plans for use by administrators and the Board of Education.

  • Performs general accounting duties, keeping accurate and detailed accounts of all financial transactions as prescribed by statute, administrative code, and Board policy.

  • Coordinates all elements of the annual external audit, internal audit, and all other audits of the school district

  • Responsible for the investment of funds in collaboration with the District Treasurer.

  • Strengthens and implements effective and efficient financial and budgetary internal processes and controls.

  • Financial Data Processing – Oversee financial systems (nVision, SchoolFront, etc…), data management, and the preparation of required financial reports.

  • Provide financial oversight for the district’s nutrition program, supporting fiscal responsibility and high-quality service to students.

Operations, Procurement, and Supervision

  • Directly supervises all Business Office personnel.

  • Manages the purchasing and supply management process, serving as the official purchasing agent of the Board and is responsible for establishing procedures for the acquisition of supplies and equipment in accordance with law and policy.

  • Manages all communication with BOCES related to service requests, processing BOCES billings, ensuring accuracy, and other related operations.

Personnel & Risk Management

  • Provides overall supervision to payroll clerks and the Assistant Business Manager for Payroll to ensure that all payroll deductions, benefits, and statutory withholdings are processed accurately and in compliance with regulations.

  • Has overall responsibility for the preparation of the district payroll and ensures proper maintenance of records related to auditing requirements, tax laws, and employee benefits.

  • Administers the district's insurance and risk management program in cooperation with the Assistant Superintendent for Support Services.

Governance & Special Projects 

  • Assists the Superintendent and Assistant Superintendents in developing and updating policies for all aspects of the school business operation.

  • Develops a comprehensive business operations procedures manual.

  • Administers all existing District Grants (including Title I, UPK, E-Rate, Section 611, and Section 619) and manages new grant work.

  • Responsible for the implementation of State regulations to convert the District’s school bus fleet to zero-emmission school buses in collaboration with the Assistant Superintendent for Support Services.

  • Performs other related assignments as requested by the Assistant Superintendent for Support Services.

 


Qualifications

  • Valid New York State certificate as a School Business Administrator (SBA) or School District Business Leader (SDBL) with a minimum of five years of experience in school business operations, including payroll, accounts payable, and accounting functions.

  • Collaborative leadership style with the ability to build positive working relationships across departments.

  • Excellent communication and interpersonal skills.

  • Administrative supervisory experience preferred
